Simply, it's to repurpose the structure to serve as a White House, tuition free, day care, kindergarten, grade school, and high school for low to modest wage White House personnel and other DC Federal Employees. The school would emphasize critical thinking, entrepreneurship, comprehensive study of American History (Prof Brettschneider might be a good choice to lead the curriculum committee), and how to collaborate on student-generated projects that would involve making stuff!
